(Clause) 



       Responsibility for payment of levy

    5 Livestock farmer primarily responsible for paying levy

  (1)  A livestock farmer who produces meat is primarily responsible for paying
the levy on it.

  (2) No livestock farmer is exempt from paying the levy.
