2. Interpretation---In this order, unless the context otherwise requires,--- ``Bay of Plenty Regional Animal Pest Management Strategy'' means the animal pest management strategy approved by the Bay of Plenty Regional Council on 24 September 1998: ``Financial year'' has the same meaning as in section 2 (1) of the Public Finance Act 1989: ``General administrative functions'' means setting standards, inspection, enforcement, monitoring, surveillance, provision of advice or information, education, direct control (including biological control) of pests, research into biological control, administration, or management.
