5. Basis of calculation of levy---The levy is to be calculated--- (a) On the basis of the tonnage of wheat grain sold by the grower; or (b) Where a grower processes wheat grain into a value-added processed product before selling the wheat grain, on the basis of the tonnage of wheat grain before processing.
