21. Review by Courts---No exercise by the Minister of any power
 conferred on him by section 17 or section 20 (2) of this Act shall be
 liable to be challenged, reviewed, quashed, or called in question in any
 Court on the ground that the conditions for the exercise of the power by
 him had not arisen or had ceased.
