46. Unauthorised expenditure of Council---The Council may in any
 financial year of the University expend out of the general fund of the
 University for purposes not authorised by any law for the time being in
 force any sum or sums not exceeding in the aggregate a one-thousandth
 part of the revenue of the University from all sources for the
 immediately preceding financial year or the sum of $1,000, whichever is
 the greater.
