41. Loan money to be paid into a separate account---All money borrowed
 by the Council on behalf of or for the purposes of the University, other
 than money borrowed under section 51 of this Act, shall be paid into a
 separate bank account in the name of the loan, and shall not be drawn
 out of the bank or expended except for the special purposes for which it
 was borrowed.
