[67N. Travelling allowances and expenses---A council may pay to its
members and to representatives of its members travelling allowances and
expenses in accordance with the Fees and Travelling Allowances Act 1951,
and the provisions of that Act shall apply accordingly as if every such
council were a statutory body within the meaning of that Act; but no
travelling allowances or expenses shall be payable to any member or
representative of a member, other than for the purpose of attending a
meeting of the council or of a committee of the council unless that
member or his representative is, pursuant to a resolution of the
council, making an official visit, or is attending as a representative
of the council, any conference summoned or approved by the Minister.
