[67L. Councils may establish special committees---(1) Any teachers
college council may, from time to time, by resolution, establish special
committees of council members for particular purposes, to which the
council may delegate such of its functions and powers (except any power
to borrow money) in respect of those purposes as it thinks fit.
(2) Subject to any general or special directions given or conditions
attached by a council, any special committee of the council established
under this section may perform and exercise any functions and powers
delegated to it in the same manner and with the same effect as if they
had been conferred on it directly by this Act and not by delegation.
(3) Where any special committee purports to act pursuant to any
delegation under this section, it shall, in the absence of proof to the
contrary, be presumed to be acting in accordance with the terms of the
delegation.
(4) Every delegation shall be revocable at will, and no delegation
shall prevent the performance or exercise of any function or power by
the council.
(5) Until any such delegation is revoked, it shall continue in force
according to its tenor, notwithstanding any change in the membership of
the council or special committee.
