3 Regulations relating to rating of educational establishments
Section 25 of the principal Act is amended by repealing subsection (2),
and substituting the following subsection:

    "(2)  Regulations---

    "(a)  may not be made before 1 July 2005; and

    "(b)  may be made only on the recommendation of the Minister; and

    "(c)  may be made only after a report that complies with section 26."
