38. Fees for part of year---Where any dog to which subsection (2) or
 subsection (3) of section 36 of this Act applies is first required to be
 registered after the 1st day of the second month of any registration
 year, the fee payable shall be calculated on the basis of the number of
 complete months remaining in the registration year, as if the fee were
 payable in equal monthly instalments.
