18. General requirements for persons other than participants---Every
 person, other than a participant (within the meaning of section 17 of
 this Act), who---
   (a) Operates any ship; or
   (b) Is responsible for any maritime product; or
   (c) Is otherwise engaged in any maritime activity---
 shall comply with the relevant provisions of this Act and any relevant
 rules.
