86. Exercise of powers by Deputy Chief Censor---(1) On the occurrence
 from any cause of a vacancy in the office of Chief Censor, and in the
 case of absence from duty of the person appointed as Chief Censor (from
 whatever cause arising), and for as long as any such vacancy or absence
 continues, the Deputy Chief Censor shall have and may exercise all the
 powers, duties, and functions of the Chief Censor under this Act.

   (2) The fact that the Deputy Chief Censor exercises any power, duty,
 or function of the Chief Censor shall be conclusive evidence of his or
 her authority to do so.
