73. Application for approval as labelling body---(1) An application
 for approval as the labelling body under section 72 of this Act shall
 specify---
   (a) The constitution and rules of the body or organisation seeking
         approval; and
   (b) The procedure by which that body or organisation proposes to carry
         out the functions of the labelling body under this Act.

   (2) In addition to the particulars required under subsection (1) of
 this section, the Minister may, for the purposes of deciding whether or
 not to grant an approval under section 72 of this Act, require any body
 or organisation that applies for an approval to furnish to the Minister
 such further information as the Minister requires relating to any of the
 matters specified in paragraphs (a) to (c) of section 72 (4) of this
 Act.
