64. Dismissal of appeal---The High Court may dismiss any appeal under
 section 58 of this Act---
   (a) If the appellant does not appear at the time appointed for the
         hearing of the appeal; or
   (b) If the appellant does not prosecute the appeal with all due
         diligence and any other party applies to the Court for the
         dismissal of the appeal.
