60. Court may dispense with service---Where any person cannot be
 served with a notice of appeal in accordance with section 59 (2) of this
 Act, the High Court or a Judge of that Court may, on such terms and
 conditions as the Court or Judge thinks fit, dispense with service on
 that person.
