Procedure
53. Procedure---(1) Except as provided in subsections (2) to (4) of
this section or in section 54 of this Act, neither the applicant for
review nor any other person shall have the right to appear before, or to
be heard by, or to make submissions to, the Board in respect of any
review.
(2) The following persons shall be entitled to make written
submissions to the Board in relation to a publication submitted for
review:

(b) If the applicant for review is a party to the proceeding referred
to in section 47 (2) (c) of this Act, every other party to that
proceeding:
(c) Any other person who satisfies the Board that the person is likely
to be affected by the Board's decision.
(3) The Board may, on the application of any person who is entitled to
make written submissions to the Board in respect of the review, or on
its own motion, hold a hearing for the purposes of hearing oral
submissions in respect of any review.
(4) At any hearing held by the Board under subsection (3) of this
section, the following persons shall be entitled to appear and be heard,
and may, with the leave of the Board, be represented by counsel or some
other duly authorised person:
(a) Any person who is entitled to make written submissions to the
Board in respect of the review:
(b) Any person who is invited, pursuant to any of subsections (2) to
(4) of section 54 of this Act, to make submissions to the Board
in respect of the review.
