22. No right to be heard---It shall not be necessary for the
 Classification Office to hold any hearing, nor, subject to section 20 of
 this Act, shall any person have the right to appear before, or to be
 heard by, or to make submissions to, the Classification Office in
 relation to any matter that is before that Office.
