14. How to submit publications (officials)---(1) A publication shall
 be submitted to the Classification Office under subsection (1) (a) or
 (b) of section 13 of this Act by lodging a notice of submission in the
 prescribed manner with the Classification Office.

   (2) Every notice of submission shall be in the form provided for that
 purpose by the Chief Censor.

   (3) Every notice of submission lodged with the Classification Office
 shall be accompanied by---
   (a) The prescribed fee (if any); and
   (b) A copy of the publication to which the notice relates.
