13. Submission of publications by others---(1) Any of the following
 persons may submit a publication to the Classification Office for a
 decision on that publication's classification:
   (a) The Comptroller of Customs:
   (b) The Secretary:
   (c) Subject to subsection (2) of this section, any other person.

   (2) A publication may be submitted to the Classification Office under
 subsection (1) (c) of this section only with the leave of the Chief
 Censor given under section 15 of this Act.

   (3) The Chief Censor may, on his or her own motion, determine that any
 publication should be received for examination by the Classification
 Office. In any such case the Chief Censor shall, by notice in writing,
 direct the Comptroller of Customs or the Secretary to take all
 reasonable steps to obtain a copy of the publication and submit it to
 the Classification Office under paragraph (a) or, as the case requires,
 paragraph (b) of subsection (1) of this section.
