8. Procedure relating to ordinary rules---Every ordinary rule shall---
   (a) Be signed by the Minister; and
   (b) Contain a statement specifying the objective of the rule and the
         extent of any consultation under section 10 of this Act; and
   (c) Set out fully the requirements of the rule, except where by reason
         of size or length certain information is incorporated in the
         rule by reference under section 12 of this Act.
