6. Rules relating to general matters---Without limiting the power
conferred by section 4 of this Act, the Minister may make ordinary rules
for all or any of the following purposes:
(a) The identification, classification, registration, licensing,
inspection, and audit of all or any of the following:
(i) Vehicles:
(ii) Road users:
(iii) Transport service operators:
(iv) Transport services:
(v) Land transport education, training, testing, and licensing
organisations:
(vi) Vehicle inspectors and inspecting organisations:
(vii) Road safety providers:
(viii) Vehicle design and construction organisations:
(ix) Any other person who provides services in the land
transport sector, and any vehicles, land transport related
services, facilities, and equipment operated in support of the
land transport sector, or classes of such persons, vehicles,
land transport related services, facilities, and equipment
operated in support of the land transport sector:
(b) The setting of standards, specifications, restrictions,
registration, and licensing requirements for all or any of those
persons or things specified in paragraph (a) of this section,
including (but not limited to) the following:
(i) The specification of the conditions, privileges, and
limitations associated with licences or other forms of approval:
(ii) The setting of standards for training systems and
techniques, including recurrent training requirements:
(iii) The setting of medical standards for personnel:
(iv) The setting of standards of design, construction,
manufacture, maintenance, modification, repair, testing,
approval, and identification of vehicles and vehicle parts:
(v) The format of land transport documents and applications
for land transport documents, including the specification of
information required on all applications for land transport
documents:
(vi) The provision of information to the Director by
applicants for or holders of land transport documents:
(c) The definitions, abbreviations, and units of measurement to apply
within the land transport sector.
