38. Transitional provisions relating to performance
 agreement---Notwithstanding section 21 of this Act, for the financial
 year of the Authority commencing on the 1st day of July 1993, the
 Authority shall give to the Minister a draft performance agreement not
 later than 1 month after the commencement of this Act.
