18. Authority to comply with policy directions---(1) In the exercise
 of its functions and powers under this Act, the Authority shall have
 regard to the policy of the Government in relation to land transport,
 and shall comply with any directions relating to that policy given to it
 in writing signed by the Minister. As soon as practicable after any such
 direction is given, the Minister shall publish in the Gazette and lay
 before the House of Representatives a copy of that direction.

   (2) The Minister shall not give any direction under subsection (1) of
 this section which requires the Authority to do, or refrain from doing,
 a particular act, or bring about a particular result, in respect of any
 particular person or persons.
