14. Proof of rules---Without limiting any other method of proof, the
 production in any proceedings of a copy of---
   (a) Any ordinary rule purporting to have been made by the Minister
         under this Part of this Act; or
   (b) Any emergency rule purporting to have been made by the Director
         under section 7 of this Act---

 shall, in the absence of proof to the contrary, be sufficient evidence
 of the rule and of the fact that it has been made in accordance with the
 provisions of this Part of this Act.
