   78. Withdrawal of proposed policy statements and plans---(1) Where a
 local authority or other person has initiated the preparation of a
 policy statement or plan, or any change to a policy statement or plan,
 the local authority or person may withdraw its proposal to prepare or
 change the policy statement or plan at any time---
   (a) Where no appeal has been lodged against the proposed policy
         statement or plan, or every such appeal has been withdrawn,
         before the policy statement or plan has been approved by the
         local authority; or
   (b) Where an appeal against any proposed policy statement or plan has
         been lodged, before any Planning Tribunal hearing commences.

   (2) Where notice of withdrawal is given under subsection (1) by a
 person other than the local authority, preparation of the policy
 statement or plan shall cease unless the local authority directs
 otherwise.

   (3) The local authority shall give public notice of any withdrawal
 under subsection (1), including the reasons for the withdrawal.
