60. Preparation and change of regional policy statements---(1) There
 shall at all times be for each region one regional policy statement
 prepared by the regional council in the manner set out in the First
 Schedule.

   (2) A regional policy statement may be changed in the manner set out
 in the First Schedule, at the instigation of a Minister of the Crown,
 the regional council, or any territorial authority within or partly
 within the region.
