54. Publication of national policy statements---When a national policy
 statement is issued, reviewed, changed, or revoked, the Minister
 shall---
   (a) Publish the statement, review, change, or revocation in whatever
         form he or she thinks appropriate; and
   (b) Send a copy of it to every local authority; and
   (c) Give public notice of its issue, review, change, or revocation.
