49. Submissions to board of inquiry---(1) Any person may make a
 submission to the board of inquiry about a proposed national policy
 statement which is notified in accordance with section 48.

   (2) Every submission shall be in writing, shall be served on the board
 of inquiry, and shall state whether or not the person making the
 submission wishes to be heard in respect of the submission, and shall
 also state any other matter prescribed in regulations made under this
 Act.
