48. Public notification of inquiry---(1) As soon as practicable after
 its appointment, a board of inquiry shall ensure that notice of the
 inquiry is---
   (a) Published in a daily newspaper in each of the cities of Auckland,
         Wellington, Christchurch, and Dunedin; and
   (b) Served on every local authority in New Zealand and such other
         persons and authorities as the board of inquiry considers
         appropriate; and
   (c) Given such other public notification as the board of inquiry
         considers appropriate.

   (2) Every notice for the purposes of this section shall be in the
 prescribed form and shall state---
   (a) A description of the proposed national policy statement; and
   (b) That submissions on the application may be made in writing by any
         person; and
   (c) The closing date for submissions (which shall be not earlier than
         20 working days after public notification).
