46. Proposed national policy statement---Where the Minister considers
 it desirable to issue a national policy statement---
   (a) The Minister may, before publicly notifying a proposed statement
         under paragraph (b), define the issue to be considered and give
         public notice of his or her intention to prepare a proposed
         national policy statement on that issue:
   (b) The Minister shall publicly notify a proposed national policy
         statement:
   (c) The Minister shall appoint a board of inquiry to inquire into and
         report on the proposed national policy statement.
