3. Proceedings to which right to speak Maori extends---(1) Section 2
 of the principal Act is hereby amended by repealing paragraph (c) of the
 definition of the term ``legal proceedings'', and substituting the
 following paragraph:
   ``(c) Proceedings before---
     ``(i) Any Commission of Inquiry under the Commissions of Inquiry Act
         1908; or
     ``(ii) Any tribunal or other body having, by or pursuant to any
         enactment, the powers or any of the powers of such a Commission
         of Inquiry,---
       that is required to inquire into and report upon any matter of
         particular interest to the Maori people or to any tribe or group
         of Maori people:''.

   (2) Part A of the First Schedule to the principal Act is hereby
 amended by inserting, after the item ``Family Courts'', the item
 ``Children and Young Persons Courts''.

   (3) Part B of the First Schedule to the principal Act is hereby
 amended by inserting, after the item ``The Equal Opportunities
 Tribunal'', the item ``The Tenancy Tribunal''.
