71. Offence---(1) Every person commits an offence against this Act and
is liable on summary conviction to a fine not exceeding $5,000 who,
either alone or in combination with any other person or group or body of
persons, does any act with the intention of defeating any provision of
this Act.
(2) No prosecution for an offence against this section shall be
commenced except on the information of---
(a) An officer of a union or employers organisation; or
(b) An employee of the Department of Labour.
(3) For the purposes of this section, ``officer'' means the president,
vice-president, or secretary of the union or employers organisation.
