60. Hearing on merits before Arbitration Commission---(1) The
 Arbitration Commission shall, as soon as is practicable, have a hearing
 to determine the dispute over the pay equity claim.

   (2) At the hearing, the parties and the Commissioner may appear and
 present such evidence and make such submissions as they think fit.
