6. Deputy Employment Equity Commissioner---(1) There shall from time
 to time be appointed by the Governor-General, on the recommendation of
 the Minister of Labour, a Deputy Employment Equity Commissioner who,
 subject to the control of the Commissioner, shall have and may exercise
 all the powers, duties, and functions of the Commissioner under this Act
 or any other Act.

   (2) On the occurrence from any cause of a vacancy in the office of
 Commissioner (whether by reason of death, resignation, or otherwise),
 and in the case of the absence from duty of the Commissioner (from
 whatever cause arising), and so long as any such vacancy or absence
 continues, the Deputy Commissioner shall have and may exercise all the
 powers, duties, and functions of the Commissioner.

   (3) The fact that the Deputy Commissioner exercises any power, duty,
 or function of the Commissioner shall be conclusive evidence of the
 Deputy Commissioner's authority to do so.
