59. Final offer---(1) The final offer shall not in either case be
 expressed on a total package basis.

   (2) For the purpose of ensuring that a final offer in relation to each
 substantive provision of the pay equity determination is available for
 consideration under section 62 of this Act, the final offer shall, in
 each case, be broken down into final offers in relation to---
   (a) Each relevant work description or position designation in the
         proposed award or the proposed agreement; and
   (b) Where applicable, each region.
