41. Female occupations and male occupations---(1) The Commissioner
 shall determine, for the purposes of any request under section 38 of
 this Act, whether or not a particular occupation is a female occupation
 or a male occupation or neither.

   (2) In determining whether or not a particular occupation is a female
 occupation or a male occupation or neither, the Commissioner shall count
 all workers whether employed full-time, part-time, or otherwise.
