   4. Objects---The objects of this Part of this Act are---
   (a) To provide for the appointment of an Employment Equity
         Commissioner:
   (b) To provide for effective enforcement of this Act:
   (c) To ensure that the procedures established by this Act can be
         efficiently carried out:
   (d) To ensure that the achievement of the purposes described in the
         Title to this Act are appropriately monitored.
