19. Annual report---(1) As soon as practicable after the end of each
 year ending with the 30th day of June, the Commissioner shall furnish to
 the Minister of Labour a report on the carrying out of the
 Commissioner's functions and duties during that year.

   (2) A copy of the report shall be laid before the House of
 Representatives as soon as practicable after its receipt by the Minister
 of Labour.
