6. Chairman and deputy chairman---(1) At its first meeting, and
 thereafter at its first meeting in every financial year, the Council
 shall elect one of its members to be its chairman, and another of its
 members to be its deputy chairman.

   (2) The chairman and the deputy chairman, unless they sooner vacate
 their offices or cease to be members of the Council, shall respectively
 hold office until their successors are appointed and come into office.

   (3) Where the chairman or deputy chairman vacates his office or ceases
 to be a member of the Council before the expiration of the term for
 which he was elected, the Council shall elect another of its members to
 his office until the expiration of that term.

   (4) During every vacancy in the office of chairman, and while the
 chairman is for any reason unable to perform his functions, the deputy
 chairman shall exercise and perform the functions, powers, and duties of
 the chairman.
