24. Annual grants to Council---For the purposes of providing funds for
 the carrying out of the functions of the Council, the Minister may in
 the financial year ending with the 31st day of March 1980 and in every
 subsequent financial year pay to the Council, out of money appropriated
 by Parliament for the purpose, such sum or sums as the Minister of
 Finance may from time to time approve.
