18. Status of members and staff---No person shall, by reason of his
 being a member of the Council, or of a committee of the Council, or by
 reason of his being an employee or agent of the Council, be held to be
 employed in the State services for the purposes of the State Services
 Act 1962 or in the Government service for the purposes of the Government
 Superannuation Fund Act 1956.
