15   Proceedings not affected by irregularities 




   15. Proceedings not affected by irregularities---No proceedings of the
 Council or of a committee of the Council, or act by a person who is a
 member of the Council or of a committee of the Council, shall be invalid
 by reason of any defect in the appointment or election of any person
 under this Act.
