3. Application of Act---(1) Nothing in this Act shall apply in respect
 of---
   (a) Roads:
   (b) Land forming part of a national park under the National Parks Act
         1952:
   (c) Land held for railway purposes, other than for the accommodation
         of employees of the New Zealand Government Railways Department:
   (d) Crown land reserved from sale or other disposition pursuant to
         section 58 of the Land Act 1948, or the corresponding provisions
         of any earlier Act:
   (e) Land reserved pursuant to section 289 of the Local Government Act
         1974, or the corresponding provisions of any earlier Act.

   (2) Subject to subsection (1) of this section, this Act binds the
 Crown.
