28. Repeals and savings---(1) The enactments specified in the Third
 Schedule to this Act are hereby repealed.

   (2) All matters and proceedings commenced under any such enactments,
 and pending or in progress at the commencement of this Act, may be
 continued, completed, and enforced under this Act.
